Talat Pasha was the Grand Vizier, or Prime Minister, to the Sultan of the Ottoman empire through the late 1910’s.
As Grand Vizier he was responsible for the rape, torture, and genocide of around 1.5 million Armenian people…

23. Josef Mengele

The name Josef Mengele has become synonymous with the Nazi concentration camp Auschwitz, which he was charged with running through out WWII.
Asides from sending more than 400,000 innocent Jews the gas chambers he was also responsible for over seeing the horrific human experiments program and ordering other barbaric atrocities on his prisoners.

Once in power, the Ayatollah imposed hard religious laws on the Iranian people, which has led to the imprisonment and torture of dissenting citizens.

As the ruler of the Japanese Empire, Emperor Hirohito was responsible for atrocious crimes against humanity and genocide of millions of Chinese, Indonesian, Korean, Filipino and Indochinese citizens.
In particular, he ordered all Chinese war prisoners to be killed in favor of capture, he forced husbands to rape their wives and daughters and he allowed his soldiers to sexually assault over 200,000 women during WWII.

5. Idi Amin

As president of Uganda Idi Amin can be described as possibly one of the most brutal dictators of all time.
He is responsible for the execution of hundreds of thousands of his own people, many of which were broadcast on television, and his men’s signature method to kill and torture people was to use sledge hammers.
In total he killed and tortured between 300,000 to 500,000 Ugandans.

4. Pol Pot

Pol Pot came to power in the late 1970’s as the leader of Cambodia’s Khmer Rouge party. His desire to bring Cambodia back to its agricultural roots led his party to commit one of the worst genocides in recorded history.
The now famous Killing Fields and S21 now display the skulls of millions of Cambodia citizens, many of whom were beaten to death with sticks to save on bullets…
In total, Pol Pot killed close to 3 million Cambodians, which was around 33% of the countries population…

Also known as Vlad the Impaler, Vlad Dracula was renowned for the numerous methods in which he used to torture and kill people.
Impalement was his most common method of killing people and it was possibly the most horrible and painful methods of execution ever devised. Victims were often impaled through bodily orifices or through the abdomen or chest and Vlad was known to leave his stakes a little dull to ensure impalement was slow and painful…  He was also known to roast children of the poor and weak and forced their own parents to eat them!
